Abstract
(brief historical review) The history of the optimum design development dates back almost four centuries. During this period, approaches to the problem of optimization have been changed, new methods of their solution appeared, purpose functions and constraints of this problem have been specified more accurately. The process of the problem development is rather instructive, as it shows some general trends in scientific and technical creativity as a whole. This paper is not fully exhaustive. Moreover, does not contain recommendations related to specific types of structures (except for the pioneering works). The main attention is paid to the development of «instrumental component» of the optimum design and ideology of the problem.

Abstract
The paper presents the analysis of known calculation techniques related to the allowable damage factor. This technique is based on accounting for different stiffness of elastic and elasto-plastic systems. A method is suggested to detect the maximum permissible level of plastic deformation of a structure. The analysis of the proposed methodology of determining the allowable damage factor confirms that the popular construction materials (masonry) values can be obtained that ensure the correct reflection of the structural plastic deformation under seismic loads.

Abstract
This paper presents the main bolt connections known today and formed by reciprocal punch. The results of experimental and numerical research are presented for slender section connections by reciprocal punch of connected elements using sets of washers that meet the state standard requirements. The optimum compositions of washer sets are detected for steel sheets 1.5 and 2.0 mm thick using M10 and M12 screw connections. The effect from the set of washers and the quality of connections are shown in this paper. The further research directions are described for the problem of the efficient use of this connection type.

Abstract
The paper presents the results of reinforced concrete beams tests with precracking at a specified located distances from supports, in the center of the span and above the reinforcement bars. The values of deflections and relative deformations of compressed and tensile zones are compared with the beams where cracks are formed stochastically. It is shown that crack forming plates locate both in the maximum torque zone and beyond it that reduces the beam deflections.

Abstract
The paper presents theoretical and experimental results on silicate melt processing using the low-temperature plasma. The temperatures of complete melting are detected for the materials under research. The silicate melt production is characterized by the simultaneous melting of all phases at a heating rate of 1000 °С per second unlike the processes occurred at usual heating rate of 0,5-1 °С per second. As compared to the existing technologies, ultrahigh heating rates 2-2,5 times reduce the time of formation of heterogeneous melt and specific energy costs (1,5-2,1 kW/kg).

Abstract
The paper presents a composite binder obtained by co-grinding of cement (55 %), ash acid composition (40 %) and limestone (5 %) having the specific surface area of 550 kg/m2 and 77,3 MPa activity. It is shown that the combined influence of mechanical activation increases the pozzolanic activity of acidic ash and has a catalytic effect on the surface activity of ash and sand. The addition of fly ash and crushing limestone waste into the composite binder decreases water and gas permeability of concrete. The composition of fiber-reinforced concrete based on a composite binder is suggested herein. 1,6 % steel reinforcement with hooked end fiber, the maximum mechanical-and-physical properties can be obtained (100,9 MPa). The obtained concrete provides an effective diffusion coefficient allowing its use in buildings contacting with highly aggressive environments, such as underground engineering structures. Rather a low water absorption of material and low water vapor permeability can be explained by the porous structure of the cement brick.

Abstract
The paper presents with the problem of the energy dissipation of oscillatory processes within the internal and external boundaries of deformation. The dependency is obtained for the oscillation dissipation rate and the shear angle of stress vector and deformations. The Voight hypothesis allows constructing the dependence between the internal resistance and the rate of the system displacement. The problems of the system flexibility at the elastic and elasto-plastic stage are considered in this paper using the Karman principle. The conditions of the dissipation factor are identified for the bridge span beams at a stage of their dynamic loading.
