Abstract
The paper presents the criticism of stable stereotypes of the nature and results of Soviet urbanization assessment. Specific traits of the Soviet urbanization are characterized, predetermined by its artificial nature, i.e. the plane formation of the settlement system based on a forced binding of labor resources to the place of work. The necessity of developing research-based approaches is suggested not on the basis of comparison with the laws of urbanization in capitalist countries, but rather on identifying the specificity of urban processes in the Soviet Union.

Abstract
The paper describes the stages of emergence and formation of the first factory production in Central Siberia in the 17-19th centuries. The typological characteristics of Siberian saltworks, distilleries, and metal works are presented. The analysis of projects and drawings of works relating to early stages of their formation is carried that is interesting for the scientific, historical and cultural research. Architecture and planning transformations of work complexes characterizing the development of industrial architecture in Central Siberia of the 17-19th centuries are shown in this paper.

Abstract
The paper presents the assessment of architectural and construction techniques used in renovation of old buildings to increase the number of storeys. Proposed are the variants of architectural design to lower the construction height of roofs without stopping the technological process. A steel concrete is suggested as floor structure, which has a lower construction height as compared to other types of floor structures. Examples of using these methods in reconstruction of old buildings in Novosibirsk are given herein.

Abstract
In the middle of the 20th century, the scientific restoration lead the world scientific community to form the basic principles and methodologies of the restoration procedures for cultural heritage and reconstruction of the historical environment. However, in practice there is not always an opportunity to embody the principles and ideals of restoration. Experts in the restoration and protection of cultural heritage constantly face serious problems which often lead to the loss of architectural monuments.The paper describes the problems of preservation of historical and cultural heritage of Votkinsk.

Abstract
The paper is devoted to the initial stages of town building which took place after sanctify ritual of selecting district. At first stage, the strategic fasten of territory and the raising of fortifications were made. At the second stage, geodesic planning of the future streets was provided. At the last stage, a territory was zoned for town squares, important administrative, public, commercial, and cult constructions. The regular planning was rendered most efficiently the radial one. Rectangular network of streets allowed more rational division of the inhabited parts between citizens. The possibility of increasing the number of different functional centres appeared, namely: administrative, worship, cultural, educational, spectacle, sporting, trading, and etc. Water-supply and sewerage systems became more perfect, and gardens and parks appeared.

Abstract
The paper presents the analysis of structural behavior with defects. It is shown that the influence of local defects on the stress-strain state of the structure is demonstrated at one of the loading stages. The estimation of stress-strain state of defective structure requires the use of computational methods to track the gradual stress accumulation and redistribution. The multi-stage computational analysis accounts for the available reserves of bearing capacity of the structure with defects. Design analysis of defective structures performed using the traditional technology in terms of the stress superposition principle gives an extremely conservative estimate of the stress-strain state, which is defined by the inability to take into account such important factors as design and multi-mode structural behavior at a local excess of bearing capacity leading to the force redistribution.

Abstract
The paper presents the theoretical and experimental research results on sound insulating properties of frameless sandwich panels intended for the use in civil and industrial construction. A method of calculating the sound insulation of sandwich panels of finite size is suggested herein. Methods for improving the sound insulation of the given walls are considered at the diffused sound exposure. Also, the rational design solution of frameless sandwich panels and test results of its insulation under natural conditions are presented in this paper.

Abstract
The paper presents the research results of additional damping for sound insulation used in the modern window design. Various methods of additional damping application are described herein. The paper also presents research results on damping with a nontransparent material strip applied around the perimeter of glazing (boundary damping). The efficiency of this method is shown for the sound insulation of single-and double-layer translucent structures. Also, basics for the theoretical calculation of double glazing with boundary damping are given in this paper.

Abstract
The paper presents the main concepts of the analysis of reduced thermal resistance taking into account flat, linear and point-like conductive inclusions. The paper gives a comparative analysis of the calculation results of educed thermal resistance and the construction of two- and three-dimensional temperature fields. The analysis of calculating results on the reduced thermal resistance shows that the construction of two-dimensional fields gives rather an underestimated picture of the temperature distribution and the reduced thermal resistance. Three-dimensional fields describe the actual size of thermally conductive inclusions and provide the most complete picture of the temperature field distribution and reduced thermal resistance. Thermally conductive inclusions should be taken into account in the analysis of reduced resistance which is acquired by the construction of three-dimensional temperature fields.

Abstract
The paper presents the methods of detecting the bearing capacity of light-weight steel slender sections using computer simulation. Two different configurations of slender sections are described: the traditional C-type section and the modified type ATLANT section. The results obtained are compared and their sensitivity to different input parameters (thickness, altitude, etc.) is analyzed in this paper.

Abstract
The article presents the study of single- and multi-layer structures made of acid fluoride materials. The basic properties and technology of obtaining structural and heat insulating materials are described. Five main wall panel systems are designed on the basis of obtained wall materials, and the thickness of the whole structure is calculated for weather conditions of the Tomsk city. The structural design suggested in this paper allows obtaining the wall structures that meet modern requirements for thermal protection of low-rise construction.

Abstract
The paper presents the analysis of the road frost depth in Kazakhstan. The cold period indicators and the frost depth in Kazakhstan are given herein. Correlation dependences between the frost depth and average persistent temperature, frost depth and the number of days with negative temperature are shown. A new frost depth map of Kazakhstan roads is suggested in this paper, and a comparative analysis is conducted for the existing and suggested sketch maps of the road frost depth.

Abstract
This paper presents the finite element modeling of berthing facilities with emphasis on the pile-soil interaction. The aim of this paper is to determine stress-strain state of berthing facility under operating and external loads, and to explore ways of the structure reinforcement if necessary. Numerical calculations provide the selection of optimal installation site for strain gauges on berthing facility. The finite element model and the system of data collection from strain gauges allow constructing the system of monitoring that makes possible to detect and visualize the stress-strain state of the whole berthing facility and the safety factor together with the type of the external load in real-time situation.

Abstract
The paper deals with the residual life of metal bridges estimated on the analysis of stresses and stress-strain state during crack propagation as well as the stress intensity and crack resistance factors under static, dynamic and cyclic loading and stress-corrosion fracture. The parameter dependencies are suggested for the stress-strain state of the bridge members at stages of crack birth and propagation. For the first time, the regularities of crack propagation are ascertained depending on the shape of the structural element and its limit state.

Abstract
The paper deals with the development and application of a new technique of welding large steel plates of bridges. The technological procedure of this technique as applied to regular bridges. It is found that the use of a glass substrate does not significantly affect mechanical properties of both welds and metal near them. The reliability and usefulness of this technique is proved on the real bridge erected over the river Chulym. The process of balancing the residual stresses in the thermal effect zone is experimentally proved during welding work.

Abstract
The paper describes the new technique of determining activated mineral powder hydrophobic coefficient with the use of foam flotation. The directed change of the mineral powder surface is possible as a result of physicochemical activation by anionic SAS taken from industrial wastes that can intensively interact with the mineral part of materials and modify their hydrophobic behavior. The suggested technique allows rather a quick determination of the hydrophobic coefficient for the powder surface that will provide its efficient use.

Abstract
The paper presents results of long-term studies of climatic conditions that influence the formation of water-thermal balance in the soil subgrade of roads in Western Siberia. The links and patterns are established for the change of criteria accepted for studies of climatic conditions that determine the geocomplexes within the borders of the road building climatic zones. The paper reflects the inconsistency between the road building climatic zones schematically identified in the existing design standards for highways. Borderlines of road building climatic zones are assigned considering zonal, intra-zonal and regional factors.

Abstract
The paper presents results of monitoring the quality of the road section capital repairs Tomsk - Airport in the Tomsk region with use of asphalt mixes based on polymer-bituminous binders and non-modified bitumen. The types PBV-90 and BND-90/130 binders were sampled at the concrete plant for studying their properties. The construction layer made of crushed-stone asphalt concrete includes taking-off the mix from the asphalt spreader bunker and kerns from the pavement. After the road repair, the main transport and service characteristics are determined for the pavement (required and actual modules of elasticity, uniformness, and adverse camber).
