Evolution of Landscaping Regulatory Framework: Novosibirsk Urban Environment

Abstract
Relevance: The study is relevant because the analysis of the historical evolution of landscaping and urban improvement standards makes it possible to identify sustainable effective principles (zoning, priority of green spaces, infrastructure development) for addressing contemporary urban planning challenges. Examining the transition from local regulations to the SNiP system helps to understand the current model of urban environment regulation. The work is of particular importance for Novosibirsk and other Siberian cities, where standard solutions have often ignored local conditions. The results can be applied in the development of new regulations and the reconstruction of urban areas.
The article examines the evolution of the regulatory framework in the field of landscaping and landscaping of urban areas using the example of Novosibirsk (Novonikolaevsk) from the end of the 19th century to the 1980s. Changes in approaches to planning, landscaping, pedestrian and transport zones, as well as sanitary protection gaps in industrial, public and residential areas are being considered. Special attention is paid to the development of a system of regulatory documents, from local regulations to comprehensive building codes
Purpose: To conduct a historical analysis of the regulatory requirements for the improvement of urban areas and identify the main stages of their development, principles and trends that have shaped the modern system of urban planning regulation.
Methodology: The study uses historical and comparative analysis of regulatory documents, temporal analysis, systematization of data by stages of development of the regulatory framework, and analysis of archival materials and legislative acts.
Research findings: the key stages of the evolution of landscaping standards were identified, and the main principles that have remained unchanged throughout the period (zoning, priority for green spaces, and infrastructure development) were determined. The transition from advisory rules to a detailed system of norms that ensure the creation of a safe, environmentally sustainable, and comfortable urban environment was demonstrated. Conclusions were formulated about the development of a modern model of urban planning regulation.
