Существующая сегодня рыночноориентированная модель управления градостроительной деятельностью (где градостроителю по большей части отведена функция картографа-администратора по установлению границ участков) не учитывает весь комплекс факторов при формировании планировочных структур на обширных территориях и малопригодна для создания крупномасштабных проектов по их развитию.Поэтому автором выбран метод сценарного прогнозирования для обоснования возможных направлений градостроительного развития юга Сибири, а также сетевой метод выявления потенциальных очагов градостроительной деятельности в качестве триггерных точек в развитии всей системы расселения.В результате исследования были определены три сценария возможного развития планировочного каркаса юга Сибири и выявлены перспективные опорные узлы расселения. В работе показана взаимосвязь между их типологией, значением и расположением на пересечении планировочных осей (транспортных и природных)</p></abstract><trans-abstract xml:lang="en"><p>Based on the expert evaluation, the paper reviews the urban development of vast territories of South Siberia with rich natural resources, favorable conditions for economic activity and residence. The market-oriented model of the urban planning management of today does not consider the all factors in developing the planning structures on vast territories and is not suitable for creating large-scale projects for their development. Therefore, a scenario forecasting method is proposed to substantiate possible directions of the urban development in the South Siberia as well as the identification of the potential urban development centers. Three development scenarios for the planning framework of the South Siberia are suggested and settlement centers are identified.
